You are very naive if you believe everything you see in YouTube where video editing and photoshop are kings!!
Don't expect to be able to make any "burning" lasers from DVD or BD players.
To tell the whole truth, a simple match is far more powerful than a "burning laser" and you are in no danger to damage your eyes either.
a. Twice a year, unless this local noon zenith occurs on a solstice. Then it's once a year.
b. Using an analemma diagram, the y-axis represents declination. So since Tahiti's is 17S, see the dates where the sun crosses the y-axis at -17. For Tahiti, it's around mid Nov. and end of Jan.
c. Oahu's declination is 21N so refer to +21 on the y-axis of an analemma. You'll find that there's 2 dates that coincide as well.
