a tattoo will not cover up a scar. i have the same type of scar on my upper arm. i did get it tattooed over, but the ink doesnt stick as well in scars, and in some cases can actually make the scar look worse. you can still tell my scar is there if you look.
References :
Scars are very hard to tattoo over. Someone may do it for you but you'll still see it.
References :
Depends on the severity of the scar...thick scars take longer before they're ready. Small scars are easy to hide in a good sized design. The older the scar tissue the better, a rule of thumb is wait at least a year for even moderate scarring again the longer the better. A person with a good eye can help you out on this, be cautious who you work with.

A lot of tattooists won't tattoo over scars, because scar tissue may not accept the ink as well as healthy skin tissue. It may need two or three times the usual number of passes with the needle to take properly, & may also require one or more touch up sessions afterwards to ensure colour depth. It's going to be more painful than usual, because of the sensitive nature of scar tissue.

On top of that, there's obviously going to be a discoloured/raised part in the tattoo where the scar is, particularly if the scar is raised or large & if the tattoo is one colour.

Edit: since the scar is 5 years old it should be ok to get tattooed over, i would suggest not having the focal point of the design over the scar, as this could make the detail look distorted.

Hope i helped :)
References :
Tattooed.

it depends on how old the scar is. usually if its older than like 2 years it will be healed and faded enough to tattoo over.
