If I were you, I'd get that placed over my heart. Unless you're marines, which I doubt, then that spot is reserved in case you save a life, then you get a tattoo of the medal over your heart.
As for the arms, I would have it near my wrist. The wrist connects the hands, obviously, which is what creates and to not allow darkness to impede you creativity and hope is a wonderful thing, which this quote states.
