I need a really good cover up (tattoo drawn over an old one). My current tattoo seems difficult to cover up so I need someone good, thanks

"Had had" is the past perfect aka pluperfect. The past perfect is used in reference to an action completed before another past action. In the case of "had" it's normally a possession rather than an action (though "to have" can also imply an action).
